- Leadership. Lead, mentor, and develop a distributed delivery team. Build a culture of delivery excellence aligned with Asfalis core values. Partner with the CEO on capacity planning and talent strategy.
- Service and Delivery. Own end-to-end delivery excellence across client engagements. Define, enhance, and govern the Asfalis delivery methodology and playbook. Serve as the senior escalation point for complex client situations.
- Operational Excellence. Own portfolio-level financial accountability to include utilization, gross profit margin, and project profitability. Build and maintain a reporting rhythm that surfaces insights to leadership.
- Account Management. Cultivate long-term client partnerships. Anticipate client needs and partner with the CEO on strategic expansion within existing accounts to drive revenue growth and client retention.
- A leader with executive presence – a track record of delivering consulting services at scale, and a builder’s mindset who is energized by taking a delivery function to scale.
- Skilled in the operational craft of consulting delivery – resource planning, capacity forecasting, and timeline management across multiple active clients, and conversant in financial analysis as it applies to profitability and portfolio-level gross profit margin reporting.
- Strong written and verbal communication – an ability to adapt to varying audiences. Proven experience interacting and presenting to director-level and executive stakeholders. Ability to communicate in a clear and concise manner in writing and live settings.
- Capable of delivering the full lifecycle of emergency management and business resilience — integrating crisis management, crisis communications, business continuity, and enterprise risk management, with the discipline to know what excellence looks like in complex delivery and how to get there.
- Customer-focused and collaborative — cares deeply about outcomes, not just outputs, with a leadership style that values learning, humility, and a growth mindset.
- Must live in metro Charlotte, NC.
- 8+ years of professional services experience in business continuity, continuity of operations, and emergency management consulting. Demonstrated experience producing BIAs, BCPs, COOPs, EOPs, THIRAs, risk assessments, risk registers, and HVAs as primary or significant author.
- Master’s degree in business, leadership, public administration, emergency management, risk management, or a related discipline.
- Proficiency with modern collaboration and document-development tools (Microsoft 365, project management software, etc.).
- Lead, mentor, and develop the delivery team, through regular coaching, performance management, and professional development.
- Own and enhance the Asfalis delivery methodology. Take ownership of our existing delivery playbook and continuously evolve it. Improve the processes, tools, and templates that make our BC, COOP, and EM engagements scalable, repeatable, and efficient across client types and sectors.
- Own end-to-end delivery quality and timeliness. Maintain quality review processes, conduct final reviews of work products, and ensure every deliverable reflects Asfalis standards before client submission. Personally deliver senior-level consulting work through research, stakeholder interviews, technical writing, training, and exercise design.
- Serve as the senior escalation point. Resolve complex client delivery challenges with empathy, urgency, and partnership, protecting both client outcomes and the Asfalis brand.
- Manage the 1099 cadre and subcontracted partner firms. Ensure quality of delivery, healthy partner relationships, and sustainable margin structures across the contractor bench.
- Own portfolio-level financial accountability. Establish and enforce project management standards. Own utilization, gross profit margin, and project profitability across the portfolio. Track KPIs and implement risk management protocols across all active engagements.
- Build and maintain a reporting rhythm. Track project health, utilization, financial performance, and risk through portfolio-level dashboards.
- Forecast capacity and partner on talent strategy. Forecast resource needs, optimize resource allocation across concurrent projects, and balance team workload. Partner with the CEO and Director of Administration on capacity planning and talent strategy to attract, develop, and retain top-tier delivery talent.
- Support strategic account growth. Support the CEO in identifying expansion opportunities within existing accounts and contribute to proposal efforts.

- Leadership. Lead assigned client engagement workstreams from kickoff through deliverable submission. Maintain quality and methodology standards on assigned work. Mentor junior team members on shared engagements. Keep workstreams in scope, on schedule, and aligned to Asfalis quality standards.
- Service Delivery. Engage directly with client stakeholders on assigned workstreams — workshops, interviews, working sessions, and deliverable presentations. Communicate clearly, professionally, and on cadence throughout the engagement lifecycle. Build effective working relationships with client teams. Participate in industry communities (IAEM, AAAE, DRI International, etc.) to keep credentials current and stay close to evolving practice.
- Technical Expertise. Bring credentialed-practitioner depth across business continuity, continuity of operations, and emergency management:
- Resilience and Continuity Planning. Conduct comprehensive resilience, risk, and BCM assessments, Business Impact Analyses (BIA), resilience and continuity strategy development, documented procedures aligned to ISO 22301, NFPA 1600, and/or FEMA CPG-101. Develop Business Continuity Plans (BCP), Continuity of Operations Plans (COOP), Emergency Operations Plans (EOP), Hazard Vulnerability Analyses (HVA), and Threat and Hazard Identification and Ris Assessment (THIRA).
- Training and Exercise Delivery. Design and facilitate HSEEP-aligned tabletop and functional exercises. Deliver client training on continuity, crisis management, and emergency response. Produce after-action reports (AAR) and Multi-Year Training and Exercise Plans (MYTEP).
- Strong in business strategy, with an ability to take a vision and execute. Understands how to take desired outcomes and client pain points and turn them into targeted deliverable products.
- Previous consulting experience with a demonstrated ability to lead engagement workstreams from kickoff through deliverable submission with limited oversight.

- Risk Management. Establish and maintain the program risk register. Lead risk identification and assessment workshops with internal teams and partner firms. Develop, monitor, and report mitigation strategies. Track risk-cost impacts and integrate risk reporting into program-level governance.
- Project Management. Plan, execute, monitor, and close projects, as well as manage the budget, scope, schedule, risks, issues, and stakeholders. Communicate with the client and the internal teams, and report on the project status and progress.
- Project management professional with experience leading concurrent project workstreams in a transit-agency setting. Comfortable producing executive-ready written reporting and presenting to senior agency stakeholders.
- Risk management depth with proficiency in risk identification, qualitative and quantitative risk assessments, mitigation planning, maintaining a program-level risk register, and integrating risk into governance reporting.
- Federal Transit Administration & D.O.T. Regulatory Knowledge and depth of regulations.
- Active listener who orients to client priorities and complex stakeholder dynamics. Communicates clearly and concisely with senior agency executives.
- Must live in metro Charlotte, NC or within a 2 hour or less drive.
- 5+ years of progressive experience in transportation project management and BRT, light rail, TAM experience, etc.
- Demonstrated experience maintaining program-level risk registers, leading risk identification workshops, and reporting risk to senior stakeholders.
- Bachelor’s degree in engineering, transportation, business, or a related discipline.
- PMP (Project Management Professional) certification.
- Serve as the interface for Asfalis with clients, ensuring superior service, delivery excellence, and deliverable quality in support of all project requirements.
- Oversee client delivery services, including understanding client requirements, maintaining client relations, and managing delivery quality and performance.
- Manage financial and other business metrics necessary to effectively execute the contract, such as cost controls, monthly reporting, and subcontractor management.
- Manage critical business tasks, including maintaining and reporting cost controls, project controls, and plans.
- Identify opportunities for organic growth on the contract.
- Develop and maintain program-level risk registers – identify, assess, and document key risks across transit programs in a centralized risk register, supporting proactive management and oversight.
- Facilitate and conduct risk workshops with transit project stakeholders to collaboratively identify risks, assign responsibilities, and develop mitigation strategies.
- Work with transit project teams to implement tailored mitigation actions, continuously monitor risk status, and adjust plans as necessary to reduce exposure.
